Vote dialog disappears after selecting 'Yes' multiple times before working as expected #71

Describe the bug
Several EC members are reporting some Econ Gov UI glitches or issues when trying to vote. It has been hard to reproduce and apparently sporadic - User tried to capture a video but then it worked as expected.
To Reproduce
Steps to reproduce the behavior:
- After vote proposed, navigate to 'Vote' tab
- Click on 'Yes'
- Vote dialog disappears
Expected behavior
Vote dialog should not disappear and user should be able to hit 'Submit' to submit their vote on-chain
