When a PR is created, if it is adding new template in templates.json file, a PR bot will assign copilot to check
if the syntax of new template is correct
if a "new" tag is being added under tags
if tags are valid tags which means they are defined in tags.tsx

Then, it will ask manual test team (v-xuto) to test the templates.

For any PR, if the PR is opened and not active for more than 90 days, a PR bot will ping author for remainder. If there is no response after 7 days, the PR will be closed.
