What problem does this address?
The reason a dedicated module would be useful is because the default WordPress settings are often incomplete and confusing for many users.
The main setting, "Allow people to submit comments on new posts," only applies to posts created after you uncheck that box. It does not disable comments on all your existing posts. To do that, you need manually go through a clumsy bulk-editing process for all their posts and pages, which many don't know how to do.
This module would act as a global kill switch. When you enable it, it does three things the default setting doesn't:

Closes comments on all existing posts and pages instantly. No need for manual bulk editing.

Removes the "Comments" section from the admin menu, cleaning up the dashboard for users who will never need it.

Completely hides the comment form and any existing comments from being displayed on the front end of your website, regardless of theme.
In short, the module provides a simple, one-click, foolproof way to say "I don't want comments, anywhere, ever" without having to understand the nuances and limitations of the default WordPress settings.
