Noah mentioned one mechanism people could "hide" their training costs by defining it as "research" instead of "training".

• We defined our lifecycle as starting with "prepare" if you argued that "research" was before "prepare" you could hide your training costs in research.

There are a couple of ways to mitigate this I can think of.

1. Ensure in the methodology there is a clear time boundary when including training costs, e.g. everything from the last 1 year whatever the source and lifecycle stage.
2. Defining training clearly and insist that even if it happened outside of the lifecycle stages we mentioned it must be included.
