`crossorigin` & `referrerpolicy` attributes missing for some elements

The crossorigin and referrerpolicy attributes may currently only be specified on the <layer> element.

I believe they should be allowed for:

• <link>
• <tile>
• <image> (notably this element may be removed: Remove or fully specify the <image> element #216)
