Inverted service dates in validation report (start later than end) #2017

Describe the bug
In some validation reports, the service window shows a start date occurring after the end date

Expected Results
Dates should reflect the contents of dataset.
Note that the dataset could have errors in it, although inversion of data is covered in notice start_and_end_range_out_of_order-rule and the validation reports with the problem do not have this notice.
