Front: SIPH files import uses published times instead of scheduled times

What happened?

When I Import a file from SIPH, the import use published times instead of scheduled times

What did you expect to happen?

Use scheduled times

How can we reproduce it (as minimally and precisely as possible)?

1. Try to import a SIPH File (data are private so ping someone in case you don't have a file)

On which environments the bug occurs?

Recette (SNCF), Dev (SNCF)

On which browser the bug occurs?

Firefox, Google Chrome

OSRD version (top right corner Account button > Informations)
