What is PyCon APAC Committee, Who can Join

I think we need a guideline or definition to make all the things clear.

for me, I think like these
- PyCon APAC Committee should be a group of people from each countries leaders.
- one member from each country
- each member should represent each country's PyCon or all the Python User Group in that country
- to join committee, that country should have PyCon or specific plan to hold
