[BUG] Custom Model Display Problem

Describe the bug

When adding a custom model to a service provider and toggulating the custom model's switch (sometimes don't need to toggle), the model is automatically added to the official models list with its status synchronized.

It appears this only occurs with service providers that have been enabled previously.

Uncertain if this behavior is intended.

To Reproduce
Steps to reproduce the behavior:

Navigate to Settings, then Service Provider Settings
Enable any service provider, then click on the 'Enable Model' within the model list
Click on 'Add Model' and confirm the addition
Toggle the custom model on or off

Expected behavior

Custom models should not be listed among the official models.

给服务商中添加自定义模型，给自定义模型开关后（有时候不需要开关），该模型会自动添加到官方模型中，且状态是同步的。

好像是开启过的服务商才能触发

不知道这是否是预期行为？

重现步骤

重现此行为的步骤：

1. 前往设置，服务商设置
2. 任意服务商启用后点击模型列表的启用模型
3. 点击添加模型并添加确认
4. 将添加的自定义模型开启或关闭

预期行为

自定义模型不应该在官方模型中
