Pandoc changes causing Packer build of orka nodes to fail on intel mac

Seeing a failure in the packer build of the orka images for #4099

Only the intel builds are affected, macos 14 and 15

Error: ==> macstadium-orka.sequoia-intel: [ERROR]: Task failed: Action failed: Expected pandoc at /opt/pandoc-3.8.2/bin/pandoc but it was not found after extraction/normalisation.

This might be due to the difference in installation paths on arm64 and intel macs, arm64 defaults to /opt while intel defaults to /usr/local
