The `monitor.md` file has been moved from the `microservice-governance` module to the `public-enhancements` module to better reflect its scope and usage.

What is the purpose of the change
This PR includes updates such as adding documentation for the jobhistory function, and supplementing module function documentation to further improve the completeness of the project’s documentation.
