SSL algo/ciper errors when using FIPS mode

To Reproduce
Steps to reproduce the behavior:

1. Try to log in using an https://... URL and a personal access token
2. See error: Error authenticating with Jira: Error: error:0308010C:digital envelope routines::unsupported

Expected behavior
I expect the login action to succeed.
