Feature: Split core ActiveStorage from Rails integration.

Not every body would want to use the included Helper and Custom javascript. eg. I suspect many will use a stimulus controller instead.

Might be a an idea to split into active_storage-blurhash for the analyzing logic and blurhash-rails for the helper and js integrations.
