[Bug?] Menu highlighted value behavior on pointer/keyboard events

I wonder if what I'm about the share is the expected behavior or not.

There are currently two different behaviors when the pointer leaves the content:

1. The highlighted value is reset
2. The highlighted value is kept

The second behavior appears to occur when we move the pointer over an item, change the highlighted value using the keyboard, and then move the pointer outside the content. Doing so well keeps the most recent highlighted value.

Is that the expected behavior? I would have personally expected that, no matter the state we are in, the highlighted value would be reset as soon as the pointer leaves the content.
