🚀 Feature Request: Set TZ=UTC for wrangler dev

Describe the solution

I was working on some code relating to time today and noticed that Cloudflare servers run workers with TZ=UTC. Someone who does not know this may be deceived by the fact that npx wrangler dev uses your system timezone by default.

bumpppp, this is super counter intuitive and it is hard to mock using vitest-pool-workers as well, we've had multiple production bugs because our tests passed locally using miniflare but failed because the TZ was UTC and not our local machine TZ. hard to debug as well
