update push-env workflow version

[matt-codecov]

depends on codecov/gha-workflows#49. after that merges, i will do a gha-workflows release and update the branch tag here

does two things:

• fixes https://github.com/codecov/umbrella/actions/runs/14498970948. necessary to get QA auto-pushes (and later, prod) working
• changes the SHARED_SHA command to hopefully fix https://github.com/codecov/umbrella/actions/runs/14501359864/job/40681571095

the previous SHARED_SHA command was not stable across commits or checkouts. the new one returns the same SHA unless something in libs/shared has actually changed
