What does this PR do ?

Fixes #154

Type of Change

Improved the overall design and user experience of the existing Tic-Tac-Toe game.
Redesign the board with better alignment, spacing, and colors.
Added Add hover and click animations for cells.
Added responsiveness for mobile devices
Improved Theme
Added Light mode as well as theme toggle
Added mode menu to choose to play against player or computer.
Added animation for restart button
Visually Displayed current player turn as well as Winner of the game with Winning sequence (plus the alert)
