FlatGFA project options

I have written up concrete steps for a range of possible projects we might address in the FlatGFA universe this semester. Please follow the links to the relevant issue to read about what I'm proposing, and leave any comments or questions in those threads.

Adding bio-relevant functionality:

• Simple small-graph visualization with GraphViz #222 (@sanjanapatelh plans to work on this)
• Implement bubble finding in FlatGFA #223
• Port 2D layout algorithm to FlatGFA #224

Core data structure optimizations/improvements:

• Try padding the FlatGFA file format for better alignment #225 (@Xhether [Charles] plans to work on this)
• Remove the 32-bit limit on step counts #226
• Add a steps-by-segment index #227

Other:

• Expose more FlatGFA functions in the Python API #228
• Bring flattening to BED files #206
• Systematic performance measurement #229 (@johnpalsberg is working on this)

Our plan is for new project members to claim one of these unclaimed projects and start work next week. So please pick your favorite! It's OK to team up (i.e., for two people to work on different parts of a single project.)
