Parse URI for Dandiset info

@yarikoptic proved it is possible to submit a request to the S3 bucket for an asset and add `&dandiset_id=XYZ` to the URI

This could be used by the log processing tool to automatically grant attribution of the request to the Dandiset ID, which removes any potential for ambiguity that usually ends up in the 'unassociated' or 'undetermined' tags
