Do we produce a single SLSA provenance doc for all layers or one for each layer #1
Description
The way I look at the process if when an image is built on top of a base image, the provenance of the base image can simply be imported into the registry where the resulting image is saved. This is in the case the base image already has provenance artifacts generated.
