[4.20.72] Missing XML Documentation #1632

Describe the Bug
It seems that .xml documentation files are missing from the latest release.
Steps to Reproduce
- Download nuget package from nuget.org
- Extract content
- Check lib/netxxx directories: there is no .xml files.
Expected Behavior
There should be .xml documentation files.

Additional Info
<GenerateDocumentationFiles> is set in Directory.Build.Targets but does not seems to have any effect on package.
