Step over bug is back (.NET 9)

Description

The issue was solved according to this post: #109885

I know it was solved, because for the past year, I was able to debug. However, since today, the bug is back. I am very much unsure why. It gives me little confidence to upgrade to .NET 10. At the same time, the current state is unworkable again.

@Woudjee I'm sorry you're hitting this issue again. It would be helpful if you could provide a repro so that we can go down as close to the same path you are. It's entirely possible you are hitting another bug.

Hi @steveisok it has been happening in all my repo's, not in any specific. But since last night, the problem seems to occur faaaar less frequently! I will post here later to say whether the issue persists for me or not (Y)

I have worked fulltime the past 2 days and I can report that I have not had the issues once, which is great. I am very certain that it happened incredibly frequently on the day I posted this bug. What might have caused a solution? (I did not change anything in my workflow or settings, I also did not update anything, at least not consciously).
