Allow saving custom costs to serialized egraph

Currently if you save custom costs, then are not exported properly when you serialize the e-graph.

While we could modify the serialization routine in core to be extensible, it seemed easier after talking with @yihozhang to instead add a function here that would modify the serialization to update the costs.
