Uncaught ReferenceError: handler is not defined

Describe the bug

when clicked on languge it must redirect to bottom footer but it give a refernce error and refreshes

Steps to reproduce the behaviour:

1. Go to https://publiccode.asia/#
2. Click on drop down menu in navbar
3. Scroll down to 'language'
4. click on language
   Expected behaviour
   it must redirect to bottom footer
