Failure in bumping of tool in MAGs workflows

During the FairyMAGs hackathon we observed that CI did not automatically update SemiBin in the MAGs-building workflow, despite the latest version being available in IUC.

Workflow uses: SemiBin 2.0.2+galaxy1
Latest IUC version: SemiBin 2.1.0

Not sure why did the CI skipped bumping of tool version automatically and trigger a new workflow release.

There is an issue with the planemo autoupdate CI, see: planemo-autoupdate/autoupdate#46
