Meta Request: Tag Trinotate as a deprecated tool at all UseGalaxy servers #430

Add in a #deprecated tag for the display in the tool panel and hide it by default
It never worked at all originally (galaxyproject/tools-iuc#3875) and the problems with using it come up every so often (https://help.galaxyproject.org/t/trinotate-error-probably-data-import-issue/16353).
