Automatic timeouts for Mini Sentry queue access

Kafka has automatic default timeouts, we should have the same for Mini Sentry. A central point for timeouts instead of different timeouts (or no timeouts) all over the place making tests more flakey.

Two test failures here, which are potentially fixed with this change.
