A game that i dont have installed appears installed while watching/changing achivements

if you dont understand here an example with gmod
example:
imagine i dont have gmod installed and im looking at the gmod achievements and when im done watching the gmod achievements i go check steam and then gmod appears installed even though if i try running the game it doesnt run and shows its installed

i will do it with stardew valley

when showing achivements with SAM (then click commit changes) then check steam its says that im playing it even though i dont have it open

also happened with other games

those games that are there are not in my pc (i clicked stop on stardew valley and it fixed somehow) these are installed from the carpet

if you exit steam and delete "appcache" in C:\Program Files (x86)\Steam\appcache all the games that arent installed should go away hope this helps :)
