Branch build_and_deploy to continuous_integration.yml and remove deployment action (to be added in separate workflow) (#1063)

* Rename build_and_deploy to continuous_integration to preserve history

* Modify contents of continuous_integration with some ideas from the default workflow

* Run CI on all pushes and pull requests.
