The error dialog probably needs to be fixed, but generally I don't think you can categorize unmanageable entities without a unique_id. (So all those one with the pencil-off icon aren't categorizable without a unique_id)

I don't think so otherwise nither those should be moved below category. In the past I got similar issues and after a fix was resolved...
