No paste action in targets UI #28445

If you copy an action (from a target or otherwise):
then try to paste via the dialog (mobile / add dialog users etc.):
You are forced to go to the actions UI instead of pasting directly
Additional context
It may be that paste needs to be moved outside of the the pickers entirely, or targets should support it, but I'd personally expect to be able to paste without the additional navigation to the area (actions may not be used in this flow at all)
