It's a little unclear what you mean. Configurator is an app. And can use Bluetooth. You said "If we develop our own app" - if you develop your own app, it can do whatever you develop it to do - including using Bluetooth like Configurator does.

INAV itself uses the UART on the F4/F7/H7 chip, which may or may not be connected to a Bluetooth modem - INAV doesn't know or care.

Configurator uses the navigator.bluetooth object provided by the browser engine. Your app could do anything you want it to do.
