Add a floating URL bar (like in Arc, Zen browser)

- I'm willing to implement this feature myself
The problem
Add a floating URL bar similar to the one in Arc, Zen browser.
- A floating bar could go well with the (now WIP) vertical tabs
- It would maybe look nice to make the standard url bar smaller and only show the domain when floating URL bar is turned on, like in Arc:
