Make language dropdown cell height consistent with contributor role dropdown cell height #11182

Problem

Each row in the language drop-down has less height than the corresponding rows in the Contributor role (or Classifications, or ID Numbers) drop-downs, causing many more finger errors in selecting languages than in selecting roles.

Reproducing the bug

  1. On a mobile browser, edit an edition record.
  2. Scroll to the "Contributors" and drop down the "Roles". Note the height of each row.
  3. Drop down the "Language" list and note that the rows have less height.
  • Expected behavior:
    Cells should be the same minimum height, sufficient for fat or shaky fingers.
  • Actual behavior:
    Cell heights have different minima.
