Automatically downgrade unsupported GPUs?

I don't think I have an older integrated GPU to test, but could we automatically downgrade older GPU's from the opengl2 renderer to opengl1 if they fail the OpenGL version check?

Hmm yes, seems like GLimp_GetProcAddresses throws a bunch of fatal errors when (ideally) it should probably return false and let the caller try again with different parameters.

I was able to replicate inside a VirtualBox VM with Windows 8, so this can serve as a test environment. On an unrelated note, ioquake3 will not run at all in Windows XP (32-bit version) :(

This is expected if you have 3D acceleration disabled in the VirtualBox machine options, or VirtualBox guest additions not installed in the guest OS. That said, VirtualBox's own 3D acceleration leaves to be desired, so you may be better off leaving it disabled and installing https://github.com/pal1000/mesa-dist-win in the guest OS instead.

I recall VirtualBox's 3D acceleration not being an option anymore for XP guests too, but it may work if you use an old version.
