You can use http://us2.php.net/rawurlencode which seems to encode '+' character.

I know this project doesn't have any automatic code sniffer tool, but can you change your PR to respect PSR ? (see https://github.com/jenkins-khan/jenkins-php-api#coding-standards ) |

I would have written unit tests, but it is unclear how to do that with atoum compared to phpunit.
