[proposal] Developer meet-up events across the Jupyter ecosystem #26

Description

@choldgraf

One of the best ways to build trust and relationships, to align one another, and to make progress on ambitious goals as a project, is to get together in person and collaborate together. When people don't see each other in person, it can be easy to get off the same page with team mates or lose trust in one another. As a distributed community, Jupyter is vulnerable to this because we all work in different locations and for different organizations.

We'd like to offer funds for sub-projects to hold get-togethers and informal collaboration / hacking events. Funds would be earmarked to support travel and hotels, with the assumption that stakeholders in the ecosystem would be able to find space or reimburse costs as they are able.

The goal for this proposal is to be as lightweight to organize and reimburse as possible. We want to lower the bar to getting people from Jupyter subprojects in the same room together. We don't want this to get bogged down with the need for formal proposals of topics, outcomes, etc.
