[proposal] Allow subcommunities to submit their own proposals

There are many things that sub-projects may want funding to help with, but that don't fit neatly into the funding allocations we've discussed so far. We could unlock a subset of our funds to be available for subprojects, committees, working groups, etc to apply for as a standalone act.

We could re-use our current funding proposal template, and define a very lightweight process for projects to request funding. This could be similar to the Small Development Grants that NumFOCUS ran.

Implementation ideas

I had a brief conversation with @jasongrout about this - here are a few highlights for implementation:

• Re-use the same funding template and ask others to fill it out as they wish
• Funding amount per grant: something between $1K and $20K
• Total funding this round: something like $100K would be a way to unlock several grants to get information about what kinds of things people ask for.
• Scope and direction will be important to help projects know what kind of things to ask for
  • Suggestions:
    • Fund things that empower the Jupyter contributors, e.g. maintainer tools, services that teams use, etc.
    • Fund things that are hard to get volunteer labor with the right expertise (e.g., complex CI/CD, documentation or translations, design, non-standard technologies, etc)
    • Generally discourage funding development or new things, that isn't what this series of funding is for.
