Run the action in PR pre-merge CI

Right now, our iteration cycle is a bit long with the action development because we merge PRs before we can see the effect on an action run.

It would be better to have an example board tied to this repo development that we could update when a PR is made. Then we could run the action on a PR to verify it works before merging.
