Value Prop

Developers can use fine-grained PATs (Personal Access Tokens) to open issues and pull requests against public repositories that they have no relationship with. This is most useful for developers that have provided a PAT to apps like the GitHub CLI.

Expected Outcome

Fine-grained PATs need to support all of the same use cases as PATs (Classic), including their ability to perform writes against public repositories. With this feature, developers using the CLI with PATs to interact with GitHub should be able to switch to using fine-grained PATs for their use cases.
