Use standard GitHub release to make releases

The release content (which project should be release, is that a new release or just a new build) has to be done by modifying main_project_versions and main_project_versions in kiwixbuild/versions.py. We should be able to do something. We should be able to do that via the release UI and a release template to decide what to do.

This is actually a problem, see #871. You can not properly uncouple the software version_number, the release and main_project_versions. You have to do everything at the same time, otherwise you have a problem.
