We should compile use the same Android ndk for both java-libkiwix and kiwix-build

Unfortunately we have discovered late that we need ndk 27 (more recent LTS) to get 16KB pages work fine. See kiwix/java-libkiwix#119 (comment).

Whereas it works to use r23c in kiwix-build and r27 in java-libkiwix, we should not provoque Murfy IMHO. We should upgrade here to to r27.
