[e2e tests] Adapt the UI CI workflows to use the co-located tests

Once the base ci tier tests can run locally in the repository, update the repository's workflows to use them.

Any nightly run workflows from the tackle-ui-tests repo should also be brought over and established.

#2694 brings over e2e testing workflows mostly to test changes in the the cypress tests themselves. More work will need to be done for various workflows to use the e2e tests in the tackle2-ui repo instead of the tackle-ui-test repo.
