[e2e tests] Update README.md and cypress/README.md #2672
Description
Update README.md and cypress/README.md to the current state of the project.
Should include:
- Developer use of e2e tests
- QE developer workflow
- QE developer use of local e2e tests
- Pairing a dev PR with a qe PR so they run CI together
Verify the current information in the READMEs are proper and correct.
