Consider updates to the Migration perspective navigation grouping

Summary

The current navigation menu in the Migration perspective is flat and doesn't differentiate between page intent.

The navigation can potentially be reorganized and grouped around:

• Inputs / Applications / Primary entities and flows
• Outputs / Reporting
• Non-Administrator managed Configuration and Tools

Intent is to make the Migration perspective more intuitive to use.
