Add controller annotation support to Gloo source

What would you like to be added:
Adding controller support to Gloo source (we dont control Proxy CRD but annotations can be added to VirtualService)

Why is this needed:
To support a use case where we need to migrate domain from old Proxy to new Proxy but want to control which Proxy will be DNS target
