Failed to create a manager. Error 1103

Hey there I always get this Error Message on Start-up

Can anyone help?

I've installed the VC_redist.
It also happens with no mods installed. Its after I install the 2 python35.dlls. When I undo them I dont get this message but of course no mods will load.
I also only have the base-game. Does that matter? Do I need all the DLC's for it to work?

Same for me, without mods Anno loads, witrh any other mod i became this error.

After 5 hours i think i solved it, with using the Documents Mod directory and not with game folder.
