OffHand Fishing Faster

In advanced.yml we have:

        MasterAngler:
            Boat_Tick_Reduction:
                Min_Wait: 10
                Max_Wait: 30
            Tick_Reduction_Per_Rank:
                Min_Wait: 0
                Max_Wait: 0
            Tick_Reduction_Caps:
                Min_Wait: 40
                Max_Wait: 100

Fishing with offhand is significantly faster than main hand.
have tested with and without mcMMO enabled to confirm it is the plugin causing it.
