[ALIGNMENT]: Tapback/Reaction Notifications and behavior

Area of Alignment

Currently we don't display a notification for reactions/tapbacks to messages. This would be great to expose the option for notifications for tapbacks as this is common and expected behavior for other message apps.
During initial discussion @garthvh expressed concern with "phantom" tapbacks that we may not have a reference for (we didn't receive the message that the tapbacks are for)

I believe we can break down the different states and figure out how to implent these and provide a good user experience.

Should notifications occur for reactions to other people's messages?

Should notifications occur for messages from nodes in our favorites list?

Should notifications occur for messages that we've interacted with? (sent reply to or reacted to)

Should reaction notifications occur for channels? for direct messages?
