[BUG]: Closing the Virtual Device App sample can sometimes crash the service

Needs investigation. Happened today with the Virtual Device App C# sample. Midisrv required a hard kill of the process to recover.

Happens here every time with cpp-winrt version of Virtual Device App on x64-Win11Canary and on Arm64EC-Win11Canary-inVM.

Found the deadlock in the service that resulted from changes for surprise device removal. Fixed in service code.
